Nasc, the Migrant and Refugee Rights Centre is a non-governmental organisation based in Cork City, Ireland. Nasc, (the Irish word for link) empowers migrants to realise and fulfil their rights. For over twenty years, Nasc has been an advocate for the rights of migrants, refugees and international protection applicants and we have been at the forefront of advocating for change to Ireland’s international protection and reception systems and have worked closely with the IRPP on the development of the Community Sponsorship Programme in Ireland.
Location: Nasc’s office is based in Cork City. Hybrid working arrangements are available however, the successful applicant must be based in Ireland.
Nasc, Migrant and Refugee Rights Centre (Nasc) is co-chair of the 2023 Global Annual Tripartite Consultations on Resettlement (ATCR) and the Working Group on Resettlement (WGR). The Irish Refugee Protection Programme (IRPP) and the UN Refugee Agency are the other two co-chairs.
The ATCR and the WGR constitute the most important fora for discussion of resettlement and complementary pathway issues. Key stakeholders include UNHCR, resettlement states, NGOs, INGOs and refugees with lived experience of resettlement. The ATCR gives representatives of the above-named stakeholders the opportunity to explore new methods for expediting, improving and expanding durable solutions for refugees.
About the role
Nasc is currently seeking to recruit an experienced Policy Officer to join our team and to support our work as the NGO co-chair of the ATCR 2023. Working closely with the CEO and the Policy and Communications Manager, the successful candidate will play a key role in the organisation of the ATCR and the WGR.
This role requires a high level of professionalism, organisation, attention to detail and excellent writing skills.
- Coordinating Nasc’s role as co-chair of the ATCR and WGR 2023.
- Liaising closely with the Nasc team as well as counterparts in UNHCR, the IRPP and the Refugee Advisory Group in the organisation of the ATCR and WGR events, to be held in Geneva and Ireland respectively.
- Participating in bi-weekly meetings on the organisation of the ATCR and the WGR.
- Working closely with leading NGO resettlement stakeholders, both nationally and internationally, to identify and develop a list of NGO focal points.
- Identifying refugee stakeholders and working with the co-hosts to ensure that refugees with lived experience of resettlement or complementary pathways can meaningfully participate in the ATCR and WGR.
- Contributing to the identification of speakers, panellists, themes and participants for the WGR and the ATCR.
- Contributing to the development of notes from the WGR and drafting, in cooperation with the IRPP counterpart, a comprehensive report from the WGR.
- Liaising with committees such as the ATCR Reform Committee and the ATCR NGO Focal Point Committee.
- Drafting and developing policy papers to support the work of the ATCR as required.
- Contributing to the drafting of the ATCR Final Report.
- Liaising with, and reporting to, funders.
- Create a handover document for the ATCR 2024 NGO co-chair.
- Creating promotional materials for the WGR and ATCR.
- Any other responsibilities as may be deemed necessary.
- Travelling to meetings in Ireland and internationally.
- Third Level degree (NFQ8 minimum) in human rights or related discipline. Master’s degree or PhD an advantage.
- Knowledge of resettlement and/or complementary pathways in Ireland or internationally.
- Prior experience in a similar or complementary role.
- Prior experience in drafting policy briefs or papers.
- Excellent written and oral communication skills with scrupulous attention to detail.
- Fluency in English is essential.
- Meticulous organisational skills with strong ability to manage multiple competing priorities.
- Proven ability to build relationships with diverse stakeholders.
- Permission to work in Ireland.
- Experience in coordinating a project with international stakeholders.
- Experience working for an NGO, INGO or policy-based organisation.
